After a highly competitive recruitment process, City Manager Dominick Casey announced today that Dion Louthan has been named Assistant City Manager.

Louthan has worked for the City of Roseville for three years, serving director of the Parks, Recreation & Libraries department.
He has more than 25 years of municipal experience, having worked for the cities of Henderson, Nevada, and Salina, Kansas, and the Hugoton Recreation Commission in Kansas, prior to joining the Roseville team.
Louthan will begin his new role April 1, overseeing Human Resources, Information Technology and the City Clerk’s office. He will continue to support the Parks, Recreation & Libraries department for an interim period to wrap up key projects and ensure a smooth transition for the next director.
“Dion’s experience and skill set will help us drive positive change that allows our organization to become more nimble and adaptable,” said Casey. “He’s smart, collaborative and instills trust in all his encounters, which will help him succeed in this new role.”
Louthan will initially focus on projects related to policy process improvement, technology growth management, and staff training and development.
