Council approves land sale for hotel, office and retail destination

On Wednesday, Dec. 16 City Council approved the purchase-and-sale agreement for 290 Conference Center Drive from the City of Roseville. This high-visibility location can be seen from Highway 65 and is adjacent to the Galleria mall.

The 11-acre vacant site is being purchased by APRR Management LLC for $4.8 million. The project is entirely privately funded and does not include public subsidies or incentives. Proceeds from the sale will go to the City’s Strategic Improvement Fund and a portion used to spur new economic development initiatives. 

 “This project fits with the City’s vision for this site to offer additional hotel space that will help meet regional demand. Roseville continues to be a destination for businesses, sports tourism, weddings, and other events. This site is has amenities from the Galleria and Fountains to Top Golf and dozens of restaurants right at its doorstep,” said Economic Development Director Laura Matteoli. 

Conceptual plans for this prominent location include a 64,000 square-foot five-story luxury hotel with 132 rooms and a 74,000 square-foot four-story extended stay hotel with 123 rooms. While specific hotels are yet to be announced, Marriot, Hilton, Hyatt and Stonehill have submitted letters of interest.

Also planned is an 80,000 square-foot two-story building. The space will include an indoor/outdoor public market with retail, dining and entertainment areas on the ground floor. This concept is patterned after the Oxbow Public Market in Napa. The second floor will house approximately 40,000 square feet of office space. 

Market tenants could include a mix of artisan food makers, wine tasting rooms, craft breweries and fresh produce stands. Outdoor areas would allow for live music and entertainment.

The total project square footage will be between 220,000 and 240,000 square feet and result in approximately $95 million in capital investment, create an estimated 455 permanent jobs and an annual payroll of more than $22 million. 

Roseville is estimated to receive $17 million in taxes and other revenues during the first 10 years of operation. 

Following development review and environmental analysis, construction is anticipated to begin in 2022 and open in 2023.
