Bruce was appointed to the City Council in February 2019 to fill the remaining term of Mayor Bonnie Gore, who resigned to take a seat on the Placer County Board of Supervisors. He was selected as Vice Mayor in December 2020. He served as Mayor from December 2022 to December 2024. He will serve another term as Councilmember for District 3 through 2028.
Bruce began his volunteer service with the city as a Public Utilities Commissioner and more recently, served as a Planning Commissioner and on the city's Community Priorities Advisory Committee.
Bruce has more than 25 years of experience representing small business and national companies on transportation, housing, water resource, land use and air quality policy and regulatory issues both in California and Maryland. He has been active with organizations such as the Roseville Area Chamber of Commerce, the Placer County Association of Realtors Sacramento Area Council of Governments, Sacramento Water Forum, Cleaner Air Partnership and Valley Vision.
Bruce serves as Director of Water Quality for the Northern California Water Association, where he manages the largest non-profit agricultural water quality coalition in California, representing Sacramento Valley family farmers to ensure compliance with waste discharge requirements of the Central Valley Regional Water Quality Control Board.
He will serve as the City Council representative to the Regional Water Authority, Roseville Police Activities League (RPAL), School Districts/City of Roseville, Placer County Water Agency-Roseville Water Committee and South Placer Wastewater Authority, in addition to Roseville Law and Regulation Committee which develops the legislative and regulatory platform that reflects the City Council’s goals and priorities as well as its position on issues that are currently, or are anticipated to be, the focus of future legislation and regulation at the state and federal levels.
A native of Maryland, Bruce moved to South Placer County in 1991 and has made Roseville his home since 2007. He and his wife Shelley, and son Harrison, live in the Highland Ranch neighborhood with their Golden Retriever, Ailis (Celtic for Alice).
