Successor Agency to the former Redevelopment Agency

On December 29, 2011, the California Supreme Court issued its ruling in California Redevelopment Association et al. v. Ana Matosantos et al. The Court upheld AB1x26, invalidated AB1X27, and extended all statutory deadlines under AB1X26. As of February 1, 2012, redevelopment agencies throughout the State ceased to exist.  Read more.

On January 23, 2012, the Roseville City Council adopted a resolution confirming that the City of Roseville would serve as the Successor Agency to the dissolved Redevelopment Agency of City of Roseville effective February 1, 2012.

In its capacity as the Successor Agency, the City will:

  • prepare a draft Recognized Obligation Payment Schedule (“ROPS”) for each six month period of each fiscal year;
  • submit a draft ROPS to the Placer County Consolidated Oversight Board for approval;
  • wind down all of the affairs of the dissolved Redevelopment Agency;
  • prepare administrative budgets and pay administrative costs; and
  • attend to any other legislative requirements of the Agency

Placer County Consolidated Oversight Board

The Placer County Consolidated Oversight Board (PCCOB) was created July 1, 2018 pursuant to Senate Bill 107 (2015), which required the consolidation of redevelopment oversight boards for each former redevelopment agency into one county-wide Oversight Board. The Placer County Auditor-Controller’s Office is responsible for staffing the Placer County Consolidated Oversight Board.

The board has fiduciary responsibility to the holders of enforceable obligations and the taxing entities that benefit from the distributions of property tax and others revenues (Health and Safety Code § 34179(i)).

The Consolidated Oversight Board is comprised of seven members. One member from the County Board of Supervisors, one member appointed by the City Selection Committee, one member appointed by the Special District Selection Committee, one member appointed by the County Superintendent of Education, one member appointed by the Chancellor of the California Community Colleges, one public member appointed by the County Board of Supervisors, and one member appointed by the employee organization who represented the largest number of Successor Agency Employees in the County.

As of February 1, 2012, the Redevelopment Agency of the City of Roseville was dissolved by the State of California.

The ongoing responsibilities and obligations are now being handled by the Successor Agency which was designated to be the City of Roseville.
