Environmental Utilities proposes a rate adjustment for water, wastewater (sewer), and waste services (trash and recycling). The adjustment helps maintain infrastructure, meet regulatory requirements, and keep services reliable, factoring in rising costs like inflation, materials, labor, and project needs. We must adjust rates to reflect rising costs:

  • Essential services and support costs are increasing.
  • Critical materials, like chemicals for treatment, have gotten more expensive.
  • Insurance costs (e.g., workers’ compensation) have risen.
  • Investments in infrastructure are necessary to maintain service quality and safety.
Customers will receive a Proposition 218 notice by mail in early April. The notice outlines the proposed rate adjustment, how to engage, and information on public hearing dates. 

Proposed rate adjustments

Starting July 1, 2025, we propose a $4.69 monthly increase for typical residential bills in Fiscal Year 2026 and another $5.57 increase in Fiscal Year 2027.

  • WaterIn July 2025, the approximate monthly water bill for a single-family home with typical water usage will increase by $1.93 (from $54.06 to $55.99). In July 2026, an additional increase of $2.25 (from $55.99 to $58.24). These rate adjustments reflect inflationary pressures on costs for chemicals, electricity, equipment, support services, insurance, construction, and labor. These proposed water rate adjustments also reflect the need to fund required water reliability infrastructure projects to create access and delivery of existing water supplies beyond Folsom Reservoir.

  •  Wastewater—In July 2025, a single-family home's monthly wastewater bill will increase by $1.68 (from $53.45 to $55.13). The proposed July 2026 rate would increase the bill by $2.21 to $57.34. These rate adjustments reflect inflationary pressures on costs for chemicals, electricity, equipment, support services, insurance, construction, and labor. Additionally, the adjustments account for maintaining appropriate reserves for rehabilitation and replacement of aging treatment plant and collection system infrastructure.
  •  Waste services—In July 2025, the approximate monthly waste services bill for a single-family home will increase by $1.08 (from $36.05 to $37.13). In July 2026, it will increase by an additional $1.11 (from $37.13 to $38.24). These rate adjustments reflect inflationary pressures on vehicle maintenance and replacement costs, labor, support services, and insurance expenses.

*A typical residential customer uses 1,400 cubic feet of water per month, has a flat wastewater rate, a single 95-gallon garbage container, and a single 95-gallon green waste container. **These rates do not apply to customers receiving water utility bills from the Placer County Water Agency or the San Juan Water District. ***Rate adjustments are approximations and may vary on individual use characteristics, relevant rate services, rounding, etc.
