Notice of Funding Availability (NOFA) 2026 Community Development Block Grant (CDBG), Homeless Prevention and Rapid Re-Housing (HPRR) Funds; and Notice of Public Meeting for the CDBG and HPRR Applicant Workshop and Preparation of the 2026 Annual Action Plan

The City of Roseville is beginning its annual planning for the 2026 Community Development Block Grant (CDBG) Program Year. The City is also using this application process to award its 2026 Homeless Prevention and Rapid Rehousing (HPRR) funding.  

The City of Roseville Housing Division will hold a Community Needs & Applicant Workshop on: January 8, 2026, at 3:00pm and 3:45pm respectively, in Civic Center Meeting Rooms 1 & 2, 311 Vernon Street, Roseville, CA. This community meeting will solicit public comments on local priority needs that will guide the preparation of the City of Roseville’s 2026 Annual Action Plan. The meeting will also discuss the 2026-2027 application for CDBG and HPRR funding. The meetings will be held hybrid style - in person at the Civic Center, as well as online via Teams. You may join via your internet browser, or you may dial in using the information listed below. You do not need to download the Teams app to join the meeting.

The Community Development Block Grant (CDBG) is a federally funded program through the Department of Housing and Urban Development. Roseville projects completed with CDBG funds since 1986 include:

  • Public works projects in low-income neighborhoods such as: sidewalk, curb and gutter repairs, water line replacement and street lighting.
  • The removal of blight in Historic Old Town through the demolition of the Roseville Hotel, relocation of remaining business and the preparation for future affordable housing development at 134 Main Street.
  • The removal of architectural barriers for persons with disabilities at Johnson Pool.
  • Housing rehabilitation loans and grants for low-income homeowners.

CDBG funds can be used for a wide variety of community development activities that benefit low-income City of Roseville residents.

In February of 2020, the COVID-19 virus began to spread rapidly throughout the nation. On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The CARES Act provides a special allocation of Community Development Block Grant (CDBG) funds to respond to the community impacts of the COVID-19. HUD has notified the City of Roseville that it would receive $417,412 of this special allocation, referred to as CDBG-CV for the prevention of, preparation for, or response to the COVID-19 virus. This amendment is required for the City of Roseville's implementation of CDBG-CV funding.

The City of Roseville (City) receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to promote affordable housing and community development programs for lower-income residents. As a recipient of CDBG funding, the City is obligated to develop a five-year Consolidated Plan that analyzes the needs of lower income residents and neighborhoods; identifies available resources; outlines strategies to address identified concerns; and sets goals for the plan period. This Consolidated Plan will guide the use of CDBG and other funding sources during program years 2025 - 2029 (July 1, 2025 through June 30, 2030).

The City’s Housing Division is the lead agency for the development and implementation of the 2025 - 2029 Consolidated Plan (Plan). The Plan was prepared using the HUD Integrated Disbursement and Information System (IDIS) web-based system and the HUD prescribed format. Most data tables are populated with default data from the U.S. Census Bureau, mainly from the Comprehensive Housing Affordability Strategy (CHAS) and the 2011-2015 American Community Survey (ACS). Other sources are noted throughout the Plan.

The City of Roseville is required by federal regulation (Section 24 of the Code of Federal Regulations, Part 91) to have a detailed Citizen Participation Plan, which contains the City's policies and procedures for public involvement in the Consolidated Plan process and the use of Community Development Block Grant (CDBG) funds. This Citizen Participation Plan must be available to the public.

Purpose: Federal regulations require that our Citizen Participation Plan both provide for and encourage public participation, emphasizing involvement by low-income persons -- especially those living in low-income neighborhoods. The U.S. Department of Housing and Urban Development (HUD) expects the City to take whatever actions are appropriate to encourage the participation of minorities, persons who do not speak English, and persons with disabilities.

The Role of Low-Income Persons: Federal regulations declare that the primary purpose of the programs covered by this Citizen Participation Plan is to improve communities by providing decent housing, a suitable living environment, and growing economic opportunities, principally for low-income persons.

Since the amount of federal CDBG funds that the City of Roseville receives each year from HUD is based upon the level of both poverty and substandard housing conditions in Roseville, it is necessary that public participation genuinely involve lower-income residents who experience these conditions. Involvement by low-income residents is encouraged at all stages of the process, including needs and activities determination as well as funding allocations.
