Notice of Funding Availability (NOFA) 2026 Community Development Block Grant (CDBG), Homeless Prevention and Rapid Re-Housing (HPRR) Funds; and Notice of Public Meeting for the CDBG and HPRR Applicant Workshop and Preparation of the 2026 Annual Action Plan
The City of Roseville is beginning its annual planning for the 2026 Community Development Block Grant (CDBG) Program Year. The City is also using this application process to award its 2026 Homeless Prevention and Rapid Rehousing (HPRR) funding.
The City of Roseville Housing Division will hold a Community Needs & Applicant Workshop on: January 8, 2026, at 3:00pm and 3:45pm respectively, in Civic Center Meeting Rooms 1 & 2, 311 Vernon Street, Roseville, CA. This community meeting will solicit public comments on local priority needs that will guide the preparation of the City of Roseville’s 2026 Annual Action Plan. The meeting will also discuss the 2026-2027 application for CDBG and HPRR funding. The meetings will be held hybrid style - in person at the Civic Center, as well as online via Teams. You may join via your internet browser, or you may dial in using the information listed below. You do not need to download the Teams app to join the meeting.

• 12/8/25 – Applications open in ZoomGrants
• 1/8/26 – Community Needs (3:00pm) & Applicant Workshop (3:45pm)
• 1/9/26 – Pre-applications (required) due by 11:59pm, via ZoomGrants
• 2/2/26 – Applications due by close of business, 5:00pm, via ZoomGrants
• 4/3/26 – Draft Annual Action Plan released for 30-day public comment period
• 5/6/26 – City Council Meeting (Public Hearing) on 2026 Annual Action Plan and funding decisions
• 5/15/26 – Annual Action Plan due to HUD

The Community Development Block Grant (CDBG) is a federally funded program through the Department of Housing and Urban Development. Roseville projects completed with CDBG funds since 1986 include:
- Public works projects in low-income neighborhoods such as: sidewalk, curb and gutter repairs, water line replacement and street lighting.
- The removal of blight in Historic Old Town through the demolition of the Roseville Hotel, relocation of remaining business and the preparation for future affordable housing development at 134 Main Street.
- The removal of architectural barriers for persons with disabilities at Johnson Pool.
- Housing rehabilitation loans and grants for low-income homeowners.
CDBG funds can be used for a wide variety of community development activities that benefit low-income City of Roseville residents.
Types of eligible activities can include:
- Acquisition of Real Property
- Public Facilities and Improvements
- Economic Development
- Public Services
- Removal of Architectural Barriers
- Commercial and Residential Property Rehabilitation
- Historic Preservation
- Planning Activities
- Program Administration
CDBG funds must meet a National Objective and qualify as an Eligible Activity:
- Benefit to Low and Moderate Income Persons
- Aid in the Prevention of Slums and Blight
- Urgent Need
