The City of Roseville accepts the following payment types:

Customer Self Service (CSS): Roseville utility customers can quickly view and pay their bills online. Payments can be made immediately or scheduled for a future date. Customers can also enroll in AutoPay, paperless billing, and pay-by-text. Residential customers can pay using bank account information, Visa, MasterCard, or Discover without a fee. Commercial customers can pay using bank account information without a fee or using MasterCard or Discover with a 2.95% fee ($1.95 minimum fee).    Automated phone payments: Using their utility account number, residential and commercial customers can make payments 24 hours a day, 7 days a week through our automated phone system by calling (916) 774-5300. There are no fees when using the automated phone system; commercial customers can pay using bank account information and residential customers can pay using bank account information, Visa, MasterCard, or Discover.  

Legacy Building utility counter: Payments can be made in person at our utility counter located at 116 South Grant St. Suite 100. Residential and commercial customers can make payments with a check, Visa, MasterCard, Discover, money order, or cash with no fees.

Payment arrangements

Utility drop box: There are two utility payment drop boxes. A drive-up box is located on East Washington between Vernon Street and Atlantic Street. A walk-up payment box is located near the Utility Billing Customer Service building at 116 South Grant St. Suite 100. It is located on the walkway from the parking garage between the building and the bank. Payments received after 4pm will not be posted until the next business day.

  Automated Bank Draft (ABD): ABD is a direct debit program that works with your bank on a recurring basis for a quick and simple way to pay your utility bill. On your bill due date, or the first business day after, the total amount of your utility bill will be electronically debited from your bank account. You can enroll in ABD at the utility counter or over the phone with a customer service representative by calling (916) 774-5300.   Payment arrangements: For customers requiring additional time to pay their City of Roseville utility bill, payment arrangements may be available. Payment arrangements must be established prior to the customer's final date to pay. To establish a payment arrangement, you may call our office at (916) 774-5300, or come to the City of Roseville Utility Billing counter located at 116 South Grant St. Suite 100.

Returned payment policy: If a payment made by check is not honored by the bank, a $25 fee will be charged on the first return. Any subsequent returns will be charged a $35 fee. Two returned items within a 6 month period will result in check payments no longer being accepted by the bank.
