Roseville Housing Authority supports local and federal efforts to end homelessness among Placer County veterans. We encourage property owners to participate in our Housing Choice Voucher Program to achieve the goal of providing a home to homeless veterans who have served our country. The property owner will receive a one time $1,000 additional payment for opening your home to a homeless veteran after lease has been signed.
Veterans Affairs Supportive Housing (VASH) combines the Housing Choice Voucher (HCV) rental assistance with case management and clinical services provided by the Department of Veterans Affairs (VA) for homeless veterans. The VA provides these services for participating veterans at VA medical centers (VAMC's) and community based outreach goals.

The Roseville Housing Authority (RHA) has been awarded 43 Mainstream Vouchers to be used for lease-up in the cities of Roseville and Rocklin. Due to the strict requirements for this program and in order to reach HUD's targeted population for this limited set-aside funding, pre-applications are only available from Direct Referral Agencies starting December 24, 2018.
If you are currently on the waiting list for a Housing Choice (Section 8) Voucher, the Roseville Housing Authority mailed you a letter directly to inquire about your eligibility. Complete pre-applications received from households currently on the waiting list will be prioritized for these vouchers.
Participant Requirements:
Under the Mainstream Voucher Program, HUD is providing a limited preference set-aside funding source for households:
- With a member who is 18-61 years AND has a disability; AND
- Is: Transitioning out of institutional/segregated settings; At serious risk of institutionalization; Homeless; OR At risk of becoming homeless.
For an RHA Mainstream Voucher, the applicant will also need documentation of:
- Connection with current supportive services, including an identified case manager for a minimum of six months after being housed; and
- Completion of the local Ready to Rent Program or approved equivalent program.

What: The Project Based Voucher (PBV) Program, funded by the U.S. Department of Housing and Urban Development, provides monthly rental subsidy to qualified, very low-income households to help reduce their rent payments. This is not an emergency housing assistance program. There is limited assistance available and there is a waiting list.
Where: This program provides housing assistance at specific privately owned affordable housing communities. You must apply for the unit size that is appropriate for your household size. When a unit is available at a project-based location, RHA will offer it to someone who is on the PBV waiting list. Participating households do not get to choose the unit in the PBV program, and the assistance is non-transferable.

How & When: How & When: Pre-applications will only be taken online while the waitlist is open beginning Monday, March 11, 2024 at 9:00 am PST.
Paper copies of the application will NOT be accepted. Applicants must create an account by signing into www.waitlistcheck.com. An application is not complete until you have pushed the submit button. Once a pre-application is submitted, a confirmation receipt will be available for printing. Please print, save or take a picture of your confirmation. Someone else may apply on your behalf if you need help using a computer.
Who: Assistance is based on verified income, eligibility requirements, Roseville Housing Authority preference categories, and household size. The bedroom size you apply for must coincide with RHA occupancy standards that equal 2 person per bedroom.
- One bedroom will be assigned per two household members.
- Age and gender of household members are not considered as RHA is not
determining where household members will be sleeping.
- Approved live-in caregivers will be provided a separate bedroom

Due to the strict requirements for this program and in order to reach HUD's targeted population for this limited set-aside funding, pre-applications are only available from Direct Referral Agencies.
Participant Requirements:
Under the FYI Voucher Program, HUD is providing a limited preference set-aside funding source for households with the following qualifications:
- Head of household is previous or current foster youth who is 18 years old but not more than 24 years of age; AND
- Has left foster care, or will leave foster care within 90 days; AND
- Was in the foster care system home placement at 16 years or older; AND
- Have a household income of less than 50% of the area median income for family size.
- Homeless; OR At risk of becoming homeless.
Direct Referral Agencies: Interested households will need a connection with supportive services, including an identified case manager, for a minimum of thirty-six months after being housed. If you fit the criteria above, contact one of these agencies to inquire about a pre-application.
