Draft Environmental Impact Report (DEIR)
Appendices for the DEIR are located on the City's Environmental Documents page
here.
For the previously proposed project, the public review period for the Draft Environmental Impact Report (DEIR) was open through 5 p.m. on April 21, 2023.
General project comments are accepted at any time.
Environmental studies are routinely done in the earliest phase of a project and it’s often the point when the public becomes engaged. All stakeholder input, including from residents, is encouraged at this time. It is very common for projects to be modified following environmental study and public input.
Public comments on the content and adequacy of the DEIR will be incorporated into the Final Environmental Impact Report (FEIR). Following the close of the DEIR public comment period, preparation of the Final EIR begins, which includes responses to community and agency feedback. This report will then be brought to the Planning Commission to consider whether to make a recommendation that City Council accept the Final Environmental Impact Report and planning permits/entitlements. Then the City Council will consider and vote whether to accept the Final Environmental Impact Report.
Should Council adopt the FEIR and approve the permits, the applicant would be able to move forward with submitting engineering and building applications. These would require City approval before any construction or site improvements could begin.
The vacant parcel is currently owned by the City of Roseville. The land was purchased by the City in 2004. A 2006 analysis found the parcel suitable for non-residential development. In August 2009, the City annexed the property and prezoned it from “Farming” to “Planned Development”. The property was declared surplus by City Council on November 20, 2019. An Exclusive Right to Negotiate with Panattoni Development Company Sacramento was approved on November 18, 2020 (
Roseville Municipal Code §4.12.110B). City Council approved a purchase and sale agreement on March 3, 2021 and approved two amendments to that agreement on November 17, 2021 and October 19, 2022. These actions were publicly noticed and occurred at public City Council meetings. To view reports and videos from these meetings, view the City Council Actions tab below.
A Roseville Coalition of Neighborhood Associations (RCONA)-hosted neighborhood meeting with the Westpark, Fiddyment Farms, and Creekview neighborhood associations was held on April 12, 2023 at 6:30 p.m. at St. John’s Episcopal Church.
City planning presentation
Panattoni presentationThe following are frequently asked questions (FAQs) specific to the previously proposed project. For general FAQs, please see that section on the page below.
What kind of buffer would be between the neighborhood and proposed project?
A sound wall would be located on the residential property line.
The project is proposing a dense landscape buffer, including berms and approximately three rows of trees, between the sound wall and parking lot.
The proposed distance between the sound wall and parking lot is approximately 75-80 feet, depending on the location.
The nearest building on the proposed project would be set back about 210 feet from the nearest sound wall.
The draft environmental analysis mentions a very low cancer risk. What can I compare this to?
The cancer risk from general background level air toxins in California is
730 chances in one million (
California Air Resources Board, 2023).
During buildout of the proposed Phillip Road Site and over the first 30 years of operation, the maximally exposed individual resident's potential cancer risk could increase by
7.8 chances in one million, if the person is exposed continuously outdoors for 30 years. This would be as a result of the project evaluated in the Draft Environmental Impact Report.
The information is based on methods outlined in the
California Office of Environmental Health Hazard Risk Assessment Guidelines and described in the Draft Environmental Impact Report Appendix C - Heath Risk Assessment.
Note that specific/individual exposure levels vary depending on topography, meteorology, source type, location, and other factors.
