A permit is required to operate a vehicle with an extra legal load on the City portions of the roadways in Roseville.

An extra legal load is defined in the California Vehicle Code Section 320.5 as:
“…a single unit or an assembled item which, due to its design, cannot be reasonably reduced or dismantled in size or weight so that it can be legally transported as a load without a permit as required by Section 35780…”

Conditions & Restrictions for Extra Legal Loads

1.  Acceptance of this permit constitutes an express acknowledgement that the permitee agrees to observe and comply with all of the general and specific conditions on the face of the permit and its accompaniments.

2.  Permitee shall, at all times, give strict attention to the safety and rights of the traveling public. Moving shall be done during daytime hours Monday through Friday, and moving is not allowed on Saturdays, Sundays, legal holidays, during rain, fog or frost, or when visibility is less than 1,000 feet, unless stipulated on permit. Daytime is defined as one-half hour before sunrise and one-half hour after sunset. No movement shall be made between the hours of 7:00-9:00 a.m. and 4:00-6:00 p.m.

3.  All vehicles in excess of legal limits (length, width or overhang) and pilot cars shall mount all warning devices, lights, flags and signs in compliance with and directed by the California Vehicle Code. Permitee must comply with all regulations including, but not limited to the following:

  • Identification placards comply with the California Vehicle Code (CVC), Section 27904
  • Warning signs comply with CVC 27904.5 and 35783.5
  • Warning lights comply with CVC 25270
  • Warning flags comply with CVC 28100
  • Vertical Clearance measuring devices comply with CVC 28102 and 35252
  • Additional requirements as outlined in CVC 28101

Pilot Car Requirements
You are required to follow these guidelines if your vehicle + load qualify in any of the following categories: 

  • One-Car/Preceding: Length is 75' - 95', width is 12' - 13' on two-lane roads
  • Two-Cars/Preceding & Following: Length is ≥ 95', width is 12' - 13' on multi-lane roads, width is ≥ 13' on all roads

4. It shall be the responsibility of the permitee to check for impaired clearances and to bypass or arrange clearance at such locations.

5. When crossing bridges or on roads so narrow that it is impractical to keep the entire vehicle and load to the right of the center line of the pavement or traveled way, one (1) flagman shall be posted behind and one (1) flagman ahead of the vehicle to warn and direct approaching traffic. No vehicle over the legal weight shall drive onto any bridge when it is obvious to the driver that by doing so, his overweight vehicle will occupy the bridge at the same time as another truck or bus.

6. Notwithstanding any roads listed on this permit or any attachments thereto, no vehicle shall exceed the posted limits for any road or bridge.

7. It is understood and agreed that the permitee will be held responsible for any accidents to traffic resulting from the movement of any equipment named on this permit. In the event of an accident, the permitee shall notify the City of Roseville Street Maintenance Division at the address and phone number listed above within 30 days. 

8. In the event of any damage to street apparatus or structures, the permitee shall report damage to the Street Maintenance Division at the address and phone number listed above within 72 hours. The permitee shall repair assets within a reasonable period of time given the nature of the damage, at their own expense and to the satisfaction of the City Engineer. Notwithstanding the foregoing, work or repair may be done by City forces at the option of the City Engineer with all costs to be borne solely by the permitee.

9. Permitee shall defend, indemnify and hold harmless the City, its officers, agents and employees from any and all claims, demands or lawsuits for damage, personal injury or death that may arise from any negligent act or omission of permitee, its agents and employees when acting under this permit.

10. Under this permit, no trees shall be cut, trimmed, used for attaching cables or in any way disturbed, unless specifically authorized by a separate encroachment permit.

11. Movement through a construction zone is prohibited unless stipulated on the permit.

12. No vehicles and loads shall use Douglas Boulevard between Interstate 80 and Eureka Road without prior authorization from the Street Maintenance Superintendent or designate.

13. No vehicles and loads shall use Sunrise Avenue or North Sunrise Avenue without prior authorization from the Street Maintenance Superintendent or designate.

14. Permit becomes invalid if document is altered in any way. Failure to comply with all permit provisions including non-payment will result in permit revocation for remainder of permitted period.
