Roseville City Council approves land sale for future jobs site

A large regional jobs center is one step closer to reality following Roseville City Council approval for the sale of 6382 Phillip Road (view larger map) to Panattoni Development Company (PDC Sacramento) on Wednesday, March 3. The future Roseville Industrial Park would allow the city to compete nationally in attracting employers to the area. 

“This site provides an ideal opportunity to drive significant job growth and economic activity,” said City of Roseville Economic Development Director Laura Matteoli. “Roseville has a reputation for offering a combination of lifestyle, educated talent pool and business value, which is attractive for prospective companies.”  

The approximately 236-acre greenfield parcel, with 191 developable acres, is located north of a planned six-lane western extension of Blue Oaks Boulevard. The planned six-lane regional Placer Parkway, connecting Highway 65 and 99, bisects the northern part of the property.

As early as 2006, the site was identified for a future business park and jobs center, which could include a variety of industrial uses. At that time, city analysis showed potential for a minimum of 18 buildings and 1,080,000 square feet.

“Panattoni has been a long-standing partner in the City of Roseville. It’s vital for our region to continue building industrial manufacturing facilities to create tradable sector jobs. Projects such as this one will be the key to Roseville’s economic recovery efforts,” Greater Sacramento Economic Council President & CEO Barry Broome said. 

The vacant property was declared surplus by City Council on November 20, 2019 and an Exclusive Right to Negotiate with PDC Sacramento was approved on November 18, 2020. In Roseville, the developer has also completed the McKesson and Amazon properties on Foothills Boulevard.

Future development of the Phillip Road site will require consideration by the Planning Commission and City Council.

Industrial trends

A 2020 study by the Greater Sacramento Economic Council showed Roseville’s industrial labor market growing faster than the California average since the year 2000. Roseville's industrial growth is projected to expand 17% in the next 10 years while the state is projected to remain flat. In 2019, Roseville had a total of 5,012 industrial jobs, generating $820 million in total gross regional product.
